When a Power Automate flow should become a proper service

Automation that started as a convenience can become an unmonitored dependency. Signals that it is time to promote it.

A flow built to save someone twenty minutes a week has a way of becoming the mechanism by which invoices reach the finance system. Nothing marks the transition. It is worth naming the signals, because the operational expectations change entirely.

Five signals

  1. Business impact when it stops: if failure interrupts a business process, it needs monitoring, alerting and an owner on call, not an email to whoever created it.
  2. Volume beyond design: throughput approaching request limits, or run histories too large to investigate a failure from.
  3. Complexity beyond readability: nested conditions and dozens of actions that no one but the author can follow.
  4. Error handling by hope: no retry policy, no dead-letter path, no reconciliation of what failed.
  5. A single owner with no deputy, and no documentation of what it does.

Promotion does not always mean rewriting

Promotion can mean several things: moving the logic into a solution with proper lifecycle management, splitting one large flow into child flows with clear responsibilities, adding structured error handling and alerting, or moving the integration to Azure Logic Apps or Azure Functions where the throughput and error-handling requirements justify it.

Decide the disposition explicitly

Run a periodic review of automation by business impact. Each item gets a disposition: retire, leave as is, harden in place, or promote to an engineered integration. The point is not to move everything up a tier. It is to ensure the choice was made deliberately rather than by neglect.
